Maybe her friends are at assisted living and she doesn’t realize this.

The more you know about something like assisted living, the easier it’s going to be for you to convince your elderly mother that this is the right option for her at this time. Just don’t forget to listen to what she has to say about it. She may not be refusing it; she may simply need more information about it.
